Amnesty International stated that both Azerbaijani and Armenian forces committed war crimes during Second Nagorno-Karabakh War, and called on the governments of Armenia and Azerbaijan to immediately conduct independent, impartial investigations, identify all those responsible, and bring them to justice. Azerbaijan started an investigation on war crimes by Azerbaijani servicemen in November and as of 14 December 2020, has arrested four of its servicemen.
